看到这种场景，任何一个有良知的人，首先想到的是惩罚凶手，然后努力避免悲剧重演。不过，惩罚凶手的问题比较复杂，首先还不清楚杀死小孩的子弹来自何方，其次追究政治骚乱中的伤亡责任，毕竟不像审议民事凶杀案那么简单。
